City bikes need to carry cargo, because people need to carry cargo. It's not uncommon to see a Dutch mom with two kids and a couple of days worth of groceries all on one bike. You can't do that with a backpack or a messenger bag (not even both at once...)
I use removable waterproof panniers, but I think the most convenient carrying device for urban use is probably baskets that never leave the bike. They don't have to be heavy, and they can be pretty, or purely utilitarian. Often on the rear carrier they'll be sized to hold one full (paper) grocery bag per side, perfectly. Some of them are collapsible to make parking your bike easier when you're not carrying cargo. They're also great for just dropping your backpack, purse, or messenger bag into. This makes it easy to take your valuables with you when you get to your destination.
